However, the current government data quality has become a stumbling block hindering the construction of digital government. The problem is that government data has too many unified calibers, data quality is not high, and data application value has not been fully utilized. As a core element of resource allocation, data has not yet been fully used in government management. Reflect the value. The main reasons for the analysis are that, compared with other industries, government data sources are extensive, including data resources generated by government departments at all levels due to the performance of their duties, and external data resources collected in the service process, which is more difficult to manage; second, government affairs Data has a large scale, involves many systems, and unified management and coordination of data is difficult; third, government data governance includes: data collection, data cleaning, data governance, application planning, data value evaluation and other technical processes, but the government system lacks such technology Talent and advanced tools.

Recommendation 1. It is recommended that the Big Data Administration establish a joint government-enterprise operating company for data governance in various places

Government data governance work is to fundamentally establish data standards and specifications, unify data asset management, unify data scheduling, and ensure data controllable, usable, and credible projects. At the same time, in the form of data operation, social and economic benefits are improved from government data and social data, so as to provide credible and usable data support for the construction of digital government and smart cities. This job has strong market attributes and technical content, and it is a long-term job. It is impossible for the government to purchase services once or purchase services multiple times. Second, it needs to establish a company and operate for a long period of time to produce social and economic benefits. In this regard, it is recommended that the Government Development and Reform Commission and the Bureau of Industry and Information Technology take the lead and support domestic companies. Recommendation 2: Implement the chief data officer system of various commissions, offices and bureaus in the government

The United States was the first country to appoint a government chief data officer. In 2011 , the City of Chicago established the first municipal chief data officer. In 2013 , the Federal Reserve appointed the first chief data officer at the federal government level. In terms of defining the concept of the government chief data officer, the Federal Government’s Open Data Project describes it as a composite position that mixes multiple roles, “partly as a data strategist and instructor, partly as an administrator to improve data quality, and partly as an administrator to improve data quality. They are missionaries of data sharing, some are technical experts, and some are developers of new data products." At present, there are many big data administrations in China. Recommendation 3: Incorporate data governance into the government' s 14th Five-Year Plan for the Digital Economy
